Is Barranquilla, Colombia a good place for a single young man to travel to?

I've been looking at taking a "singles" tour in Barranquilla, but I'm considering cutting out the middle man (and his $900 fee). Would I have a hard time meeting women in Colombia without the middle man? I want to go to Colombia, Medellin seems too dangerous for me, but Barranquilla seems pretty safe, yet quiet.
